What it means
The payee name (BT-59) belongs directly in the payee block (PayeeTradeParty). The legal organisation block inside it (SpecifiedLegalOrganization) is only for the payee's company registration number (BT-61). A second Name in that block is outside EN 16931.
Why it matters
The file is still accepted, because this is a warning. Receivers read the payee name from the payee block and ignore the extra one. If the two names differ, only the one in the payee block counts, so the other can only cause confusion for whoever reads the XML.
How to fix it
Delete the Name element inside the payee's legal organisation block. Check that the payee block has its own Name with the name the buyer should see on the payment. If your software fills in both, look for a separate legal name field for the payee in its e-invoice settings.
