NLCIUS is the Dutch core invoice usage specification: the national rules on top of the European e-invoice standard EN 16931, aimed at invoices to Dutch public bodies. SI-UBL 2.0 is its implementation in UBL XML. The NEN standards committee for e-invoicing maintains it, having taken over from the former STPE (NEN e-facturatie). Its rule codes start with BR-NL.

Where is NLCIUS used?

For invoices to Dutch central and local government. For public procurement within the scope of Directive 2014/55/EU, public bodies must receive and process conforming e-invoices; national profile and delivery requirements still matter (Directive 2014/55/EU), and in the Netherlands NLCIUS is the national specification for this. See the Netherlands e-invoicing guide.

How is an NLCIUS invoice recognised?

By its CustomizationID, which ends in urn:fdc:nen.nl:nlcius:v1.0. The file is a normal UBL 2.1 invoice or credit note; a CII binding exists too. A file may be valid UBL and valid EN 16931 and still fail NLCIUS, which adds its own rules.

Layer Name Rule prefix
European standard EN 16931 BR-, BR-CO-, BR-CL-
Dutch specification NLCIUS BR-NL-
Syntax UBL 2.1 schema errors

What are typical NLCIUS rules?

NLCIUS adds Dutch constraints to the European model. Consult the NEN committee's published specification for the rule text and its scope; a rule from a different national profile is not interchangeable.

NLCIUS, SI-UBL or Peppol BIS?

SI-UBL 2.0 implements the Dutch specification. The Netherlands Peppol Authority provides information about the Dutch use of Peppol (Peppol Authority). Peppol BIS Billing 3.0 is a separate specification for the Peppol network. Which one a recipient expects depends on its software; ask your customer.

How does Klarbon handle NLCIUS?

Klarbon opens NLCIUS invoices in your browser and shows them as a readable invoice, and it can read one as the source for a conversion. Checking is in beta for the selected SI-UBL 2.0.3.13 UBL Invoice and NLCIUS CII 1.0.3.13 rule sets; this is not a guarantee that every version or recipient requirement is checked. Klarbon does not write NLCIUS files.

Frequently asked questions

What is the difference between NLCIUS and SI-UBL?

NLCIUS is the specification, the Dutch rules on top of EN 16931. SI-UBL 2.0 is its implementation in UBL, published by the former Simplerinvoicing foundation.

Is NLCIUS the same as Peppol BIS?

No. Both build on EN 16931 and can be written in UBL, but they add different rules. Ask your customer which one they need.

Can Klarbon open an NLCIUS invoice?

Yes. Klarbon recognises the NLCIUS identifier in the file and shows the invoice in a readable layout, in your browser.

Who maintains NLCIUS?

The NEN standards committee for e-invoicing, which took over this task from the former Standardisation Platform e-invoicing (STPE).
