In Austria, suppliers to the federal government must send e-invoices since 1 January 2014, through e-Rechnung.gv.at by the business service portal (USP) or the Peppol network, in ebInterface or UBL. Other public bodies must be able to accept structured e-invoices since 2019 or 2020. The official sources set no general obligation between businesses. Klarbon reads UBL and CII, not ebInterface.
This page summarises the information on e-Rechnung.gv.at (legal basis, in German), checked on 5 November 2026. It is not tax advice; your Steuerberater can tell you how the rules apply to you.
What applies to whom?
| Obligation | Who | From | Status | Source |
|---|---|---|---|---|
| Send e-invoices for goods and services to federal bodies | Contract partners of the federal government; foreign partners as far as technically possible | 1 January 2014 | in force | e-Rechnung.gv.at |
| Accept structured e-invoices under EN 16931 | Central contracting authorities | 18 April 2019 | in force | Directive 2014/55/EU, e-Rechnung.gv.at |
| Accept structured e-invoices under EN 16931 | Other contracting authorities, such as states and municipalities | 18 April 2020 | in force | e-Rechnung.gv.at |
The duty of other public bodies to accept e-invoices does not oblige their suppliers to send them (e-Rechnung.gv.at). The obligation to send applies to the federal government.
How do I submit an e-invoice to the federal government?
Through e-Rechnung.gv.at, which offers two channels (e-Rechnung.gv.at):
- The business service portal (USP), after registering: fill in the invoice form, upload a file, or send it by web service.
- The Peppol network, through a Peppol access point.
On submission, the invoice goes through an automated formal check; only a file without formal errors is taken over by the federal body and counts as properly submitted (e-Rechnung.gv.at). The invoice must contain at least the details required by section 11(1) UStG 1994. It need not be signed.
Which formats are accepted?
| Format | Form, upload, web service | Peppol | Source |
|---|---|---|---|
| ebInterface 4.3, 5.0, 6.0, 6.1 | yes | no | e-Rechnung.gv.at |
| UBL 2.1 | yes | yes | e-Rechnung.gv.at |
ebInterface is the Austrian national XML format. UBL through Peppol is usually Peppol BIS Billing. Both rest on, or map to, the European standard EN 16931.
What about invoices between businesses?
The official sources on this page describe obligations only for public procurement. The Austrian Economic Chamber notes that more and more businesses ask for structured e-invoices and that a PDF by email is not a real e-invoice (WKO). Whether you must send e-invoices to a business customer is a matter of your agreement with them; ask your Steuerberater about the tax requirements for your invoices.
What can Klarbon do with Austrian invoices?
Klarbon reads UBL and CII e-invoices, including Peppol BIS, and not ebInterface.
| You want to | Tool | Limit |
|---|---|---|
| Read a UBL or Peppol invoice | open an e-invoice, free | ebInterface is not supported |
| Check a UBL file before submitting | check an e-invoice, free within the daily limit | e-Rechnung.gv.at runs its own formal check |
| Turn a CII or Factur-X invoice into UBL | convert an e-invoice, one credit | you submit it through the USP or Peppol |
For ebInterface, the WKO offers an online form to create invoices and a service that checks a file and turns it into a readable PDF (WKO).
