What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) can hold a retail value excluding tax in the element RetailValueExcludingTaxInformationAmount, given for information only. EN 16931 has no business term for it, so most invoices do not carry it. The check allows it at most once.
Why it matters
If the element appears twice, the recipient cannot tell which value is meant. This is a fatal error, so the invoice is rejected even though the figure is only information.
How to fix it
Work out whether the buyer needs this figure. If not, remove it from the totals; if so, keep a single value. A repeat is usually a fault in the software that exported the file, so export the invoice again or ask the supplier to fix the export.
