What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) can hold the product value excluding tobacco tax in the element ProductValueExcludingTobaccoTaxInformationAmount, given for information only. EN 16931 has no business term for it, so most invoices do not carry it. The check allows it at most once.
Why it matters
If the element appears twice, the recipient cannot tell which value is meant. This is a fatal error, so the invoice is rejected even though the figure is only information.
How to fix it
Only invoices for tobacco products are likely to need this figure, so first check whether yours does. If not, remove the element from the totals; if so, keep one value. A repeat usually points to the software that exported the file, so export the invoice again or ask the supplier to fix it.
