What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) can hold a total retail value in the element TotalRetailValueInformationAmount, given for information only. EN 16931 has no business term for it, so most invoices do not carry it. The check allows it at most once.
Why it matters
With two values the recipient cannot tell which retail total is meant. This is a fatal error, so the invoice is rejected even though the figure is only information.
How to fix it
Decide whether the buyer needs the retail value. If not, remove TotalRetailValueInformationAmount from the totals; if so, keep one value. A repeat is usually a fault in the export, so create the invoice again or ask the software supplier to fix it.
