What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) can hold a gross total of the lines in the element GrossLineTotalAmount. EN 16931 has no business term for it and uses the sum of the line amounts excluding VAT (BT-106), in LineTotalAmount, instead. The check allows GrossLineTotalAmount at most once.
Why it matters
With two values the recipient cannot tell which line total is meant, and the figures in the totals section no longer agree. This is a fatal error and the invoice is rejected.
How to fix it
Check whether anyone needs the gross line total. If not, remove GrossLineTotalAmount and keep LineTotalAmount; if so, keep one value. A repeat usually comes from the software that exported the file, so export the invoice again, or ask the supplier to fix it if it keeps happening.
