What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) can hold one figure for discounts and charges taken together, in the element TotalAllowanceChargeAmount. EN 16931 has no business term for it and reports the discounts (BT-107) and the charges (BT-108) separately. The check allows it at most once.
Why it matters
With two values the recipient cannot tell which combined figure is right, and it may not match the separate discount and charge totals. This is a fatal error and the invoice is rejected.
How to fix it
Check whether the buyer needs a combined figure. If not, remove TotalAllowanceChargeAmount and keep the separate discount and charge totals. If it is needed, keep a single value equal to the charges minus the discounts. A repeat usually means a fault in the export, so ask the software supplier if it keeps happening.
