What it means
If the invoice names a tax representative for the seller (BG-11), the check looks inside its tax registration (ram:SpecifiedTaxRegistration) for a ram:AssociatedRegisteredTax element, which describes a registered tax in more detail. EN 16931 only needs the representative's VAT number (BT-63) there.
Why it matters
This is a warning, so the invoice is still accepted. The VAT number is read, but the extra tax detail next to it is ignored by a recipient that follows the standard. It is worth fixing if you expected that detail to be used, or if you want a clean file.
How to fix it
Check the tax representative's tax settings in your invoicing software and keep only the VAT number. In the XML, delete ram:AssociatedRegisteredTax from ram:SpecifiedTaxRegistration under ram:SellerTaxRepresentativeTradeParty, and keep ram:ID with the VAT number. If the software adds this element by itself, ask its supplier for a setting or update that leaves it out.
