What it means
The seller's tax representative (BG-11) contains a SpecifiedLegalOrganization element, which holds company registration details. EN 16931 has a company registration number for the seller and the buyer, but not for the seller's tax representative. This party is identified by its name (BT-62) and its VAT number (BT-63).
Why it matters
This is only a warning, so the file is still accepted. The registration details have no field in the EN 16931 data model, so the buyer's software will not read them and the tax authority gets nothing extra from them.
How to fix it
Check how the tax representative is set up in your invoicing software, often in the company or seller settings, and clear any company registration or legal entity fields on it. Make sure the name and VAT number are filled in. If you build the XML yourself, delete SpecifiedLegalOrganization under SellerTaxRepresentativeTradeParty.
