What it means
The rule checks each invoice line for a buyer party (ItemBuyerTradeParty) in its agreement block. In EN 16931 the buyer is described once, for the whole invoice (BG-7), and not again per line.
Why it matters
The invoice is not rejected, because this is a warning. The recipient takes the buyer from the invoice level, so a buyer on a line is likely to be dropped. If it names a different organisation from the invoice buyer, the data is simply lost.
How to fix it
Turn off the per-line buyer or customer export in your invoicing software. Make sure the buyer name, address and any buyer reference (BT-10) are complete in the buyer block of the invoice. If different departments should be told apart, put the department in the buyer reference or the line note.
