What it means
The rule checks the delivery block of each invoice line. It must not contain a PackageQuantity, the number of packages the line is delivered in. EN 16931 has no field for packaging counts.
Why it matters
The invoice is not rejected, because this is only a warning. The recipient's software does not read this element, so the package count is likely to be ignored and never reach the people who unpack the goods.
How to fix it
Turn off packaging details in the export settings of your invoicing software. If the number of packages matters to the buyer, write it in the item description (BT-154) or the line note (BT-127), for example how many boxes. Keep the invoiced quantity (BT-129) as the quantity you charge.
