What it means
A note on an invoice line that has a subject code (BT-X-10) must also have the line note text (BT-127), a coded version of it (BT-X-9), or both. In the Extended profile of Factur-X and ZUGFeRD the note sits in ram:AssociatedDocumentLineDocument/ram:IncludedNote, and the check looks for ram:Content or ram:ContentCode next to ram:SubjectCode. If you give both, they must mean the same thing. The check itself only tests that at least one of them is there.
Why it matters
A subject code only labels what kind of note it is. With no content under it the line note is empty, the recipient has nothing to read or process, and the file fails the check.
How to fix it
Open the line in your invoicing software and look at its notes, which may be called remarks, comments or line text. Add the text of the note to every line note that has a subject, or delete the subject if the note is not needed. If you fill in both a text and a coded text, make sure they say the same thing.
The rule as published
If the invoice line item free text subject code (BT-X-10) is specified, either the coded invoice line item free text (BT-X-9) or the invoice line item free text (BT-127) must be specified, or both. If both BT-X-9 and BT-127 are specified, both must have the same meaning. Business terms: BT-127
