Azerbaijan requires e-invoices from VAT payers. According to the State Tax Service, since 1 April 2017 entities registered for VAT, and persons named in Article 218.1.2 of the Tax Code, must submit e-invoices for the goods, work and services they supply in their business, through the Internet Tax Administration.
This page summarises the State Tax Service's e-invoicing page, checked on 5 November 2026. It is not tax advice; your tax adviser can tell you how the rules apply to you.
What applies to whom?
| Obligation | Who | From | Channel | Status | Source |
|---|---|---|---|---|---|
| Submit e-invoices for goods, work and services supplied in business | Entities registered for VAT, and persons named in Article 218.1.2 of the Tax Code | 1 April 2017 | Internet Tax Administration (e-taxes.gov.az) | in force | State Tax Service |
How do you issue an e-invoice?
The State Tax Service describes two ways, both needing an enhanced electronic signature, such as Asan Signature (State Tax Service):
- Online: in the E-invoice subsection of the Internet Tax Administration, compose the e-invoice and send it to the other taxpayer.
- Offline: download the eFP software, compose and package the invoices without an internet connection, sign the package with Asan DOC client, e-Signer or the ASANDOC portal, then upload the signed adoc or edoc file with Send package. This mode is recommended for taxpayers who issue many e-invoices.
On upload, the system assigns each e-invoice a unique series and number and sends it to the recipient's e-mail box. The State Tax Service also publishes the codes of goods, works and services and the formats and samples of e-invoice files.
What can Klarbon do with Azerbaijani invoices?
Klarbon does not read Azerbaijani e-invoice files today and does not connect to the Internet Tax Administration. If you also trade with Europe, you can open an e-invoice from a European customer or supplier for free.
