Andorra requires e-invoices for invoices to the Government. According to the Govern d'Andorra, its public sector e-invoice portal and register opened on 1 October 2024 and became mandatory on 1 January 2025; other public bodies had until 1 January 2026, extendable by one year. Businesses may also invoice each other electronically under the invoicing regulation, but Klarbon has not found an official source for a B2B obligation.
This page summarises two Govern d'Andorra announcements, of 24 July 2024 and 8 May 2019, checked on 5 November 2026. It is not tax advice; your gestor can tell you how the rules apply to you.
