What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) can hold an extra amount in the element InformationAmount, given for information and not one of the totals that EN 16931 calculates with. EN 16931 has no business term for it, so most invoices do not carry it at all. The check allows it at most once.
Why it matters
If the same element appears twice, the recipient cannot tell which value is meant. This is a fatal error, so the invoice is rejected even though the figure itself is only information.
How to fix it
Work out whether anyone needs the figure. If not, remove InformationAmount from the totals; if so, keep one. A repeat is usually a fault in the software that exported the file, so if you cannot change the file yourself, ask the supplier to fix the export.
