What it means
The totals section (SpecifiedTradeSettlementHeaderMonetarySummation) holds the invoice total amount excluding VAT (BT-109) in the element TaxBasisTotalAmount. It is the base the VAT is worked out on. The check allows it at most once.
Why it matters
VAT is calculated on this figure, so two values leave the recipient unable to tell which base is right. The VAT and the amount due are then in doubt, and as this is a fatal error the invoice is rejected.
How to fix it
Invoicing software normally calculates this total for you, so a repeat usually means an export fault or a hand edit. Create and export the invoice again. If you edit the XML yourself, delete the extra TaxBasisTotalAmount and keep the one that equals the sum of the line amounts, minus the discounts on the whole invoice, plus the charges on the whole invoice.
