What it means
The invoice-level settlement section (ApplicableHeaderTradeSettlement) holds an InvoiceApplicableTradeCurrencyExchange block, a conversion rate between the invoice currency and another currency. EN 16931 has no exchange rate. The amounts are all in the invoice currency (BT-5), with VAT additionally in the VAT accounting currency (BT-6) where required.
Why it matters
The file is still accepted, because this is a warning. Receivers ignore the rate, so a buyer who expects to see amounts converted with it will not find that in the data. Fix it when the rate is the only place the other-currency amounts come from.
How to fix it
Delete the InvoiceApplicableTradeCurrencyExchange block. Check that the invoice currency (BT-5) is the one you agreed with the buyer and that all totals are in it. If you must also report VAT in a local currency, use the VAT accounting currency code (BT-6) and the VAT amount in that currency (BT-111) rather than a rate.
