What it means
Each postal address in the invoice is a PostalTradeAddress block. The rule checks that the block has no CitySubDivisionName element, which would name a district, borough or part of a city. EN 16931 has only the city name itself (BT-37 for the seller, BT-52 for the buyer).
Why it matters
The recipient's software reads only the address parts that EN 16931 defines. A separate district element has no agreed meaning, so the file fails the check and the invoice is rejected.
How to fix it
Put the district in an address line, normally the second one, or leave it out if it is not needed to find the address. Keep the city itself in the city field. If the file is generated, ask your software supplier to export the district as an address line. In the XML, delete the CitySubDivisionName line and put its text in LineTwo.
