What it means
An invoice note that has a subject code (BT-21) must also have the note text (BT-22), a coded version of the note text (BT-X-5), or both. In the Extended profile of Factur-X and ZUGFeRD the note is ram:IncludedNote, and the check looks for ram:Content or ram:ContentCode next to ram:SubjectCode. If you give both, they must mean the same thing. The check itself only tests that at least one of them is there.
Why it matters
A subject code only labels what kind of note it is. With no content under it the note is empty, the recipient has nothing to read or process, and the file fails the check.
How to fix it
Find the invoice notes in your invoicing software, where they may be called remarks, comments or free text. Add the text of the note to every note that has a subject, or delete the subject if the note is not needed. If you fill in both a text and a coded text, make sure they say the same thing.
The rule as published
If the Invoice Free Text subject Code (BT-21) is specified, either the coded message free text (BT-X-5) or the message free text (BT-22) must be specified, or both. If both BT-X-5 and BT-22 are specified, both must have the same meaning. Business terms: BT-21, BT-22
