What it means
A charge on the whole invoice, such as a delivery fee, states the base amount it is calculated from (BT-100), for example the amount a percentage is applied to, and that figure has more than two digits after the decimal point. Digits are counted as written in the file, so 300.000 fails even though it equals 300. The check only applies when a base amount is given.
Why it matters
The Romanian CIUS-RO rules limit this amount to two decimals. A longer figure is a fatal error, so the file is rejected until you correct it.
How to fix it
On the invoice-level charge, round the base amount to two decimals. If you do not use a base amount, leave it out. In the XML it is the BaseAmount of the AllowanceCharge directly under the invoice or credit note, with ChargeIndicator set to true. The charge amount itself (BT-99) has its own check, BR-DEC-RO-05.
The rule as published
Numarul maxim permis de zecimale pentru Valoarea de baza a taxelor suplimentare la nivelul documentului (BT-100) este 2. #The allowed maximum number of decimals for the Document level charge base amount (BT-100) is 2. Business terms: BT-100
