What it means
The total VAT amount of the invoice, in the invoice currency (BT-110), is written with more than two digits after the decimal point. Digits are counted as written in the file, so 95.760 fails even though it equals 95.76. Only the VAT total in the invoice currency is checked, and only when it is present. A VAT total in a second currency is covered by BR-DEC-RO-15.
Why it matters
The VAT total is the figure the buyer books and the tax authority looks at. The Romanian CIUS-RO rules count more than two decimals as a fatal error, so the file is rejected.
How to fix it
Work out the VAT once per VAT rate, round each amount to two decimals and add them up for the total VAT. If your software has a rounding or decimals setting for VAT, set it to two. In the XML it is the TaxAmount directly in the TaxTotal whose currencyID is the invoice currency.
The rule as published
Numarul maxim permis de zecimale pentru Valoarea totala a TVA a facturii (BT-110) este 2. #The allowed maximum number of decimals for the Invoice total VAT amount (BT-110) is 2. Business terms: BT-110
