What it means
The invoice declares the XRechnung CVD profile (for the EU Clean Vehicles Directive) in its specification identifier (BT-24). Such an invoice must carry a tender or lot reference (BT-17), and it must not be empty. The rule applies only to CVD invoices.
Why it matters
German public buyers use CVD invoices to report vehicle purchases under the Clean Vehicles Directive. The tender reference links the invoice to the public tender it belongs to, so without it the invoice is rejected.
How to fix it
Enter the tender identifier (the notice identifier of the public tender) that the buyer gave you in the tender or lot reference field of the invoice. If you do not have it, ask the buyer. If the buyer did not ask for the CVD variant, export the invoice with the standard XRechnung profile instead, and the CVD rules no longer apply.
The rule as published
Das Element "Tender or lot reference" (BT-17) muss übermittelt werden. Business terms: BT-17
