Understanding Turkish e-Fatura (UBL-TR)

UBL-TR is Turkey's UBL 2.1 customisation for e-Fatura, e-Arşiv and e-İrsaliye. Read about identifiers, scenarios, signatures and Klarbon's plans.

On this page

UBL-TR is the Turkish customisation of UBL 2.1, set by the Revenue Administration (GİB). It is the format of e-Fatura, the e-invoice between businesses registered for it, in use since 5 March 2010, and also of e-Arşiv Fatura and e-İrsaliye. Invoices carry the identifier TR1.2 and a scenario, and are signed or sealed before they travel through GİB. Klarbon plans to open UBL-TR invoices; this is not available yet.

Frequently asked questions

What is UBL-TR?

The Turkish customisation of UBL 2.1, set by the Revenue Administration (Gelir İdaresi Başkanlığı, GİB). It keeps the elements Turkey needs, makes some optional ones mandatory and fixes the code lists. The current guides are UBL-TR 1.2.1.

What is the difference between e-Fatura and e-Arşiv Fatura?

e-Fatura goes between two businesses registered for e-Fatura, through GİB's system. e-Arşiv Fatura is for buyers who are not registered for e-Fatura, including consumers, and is reported to GİB rather than delivered through it.

What are TEMELFATURA and TICARIFATURA?

Invoice scenarios in the ProfileID. In the basic scenario the invoice is simply delivered. In the commercial scenario the buyer can accept or reject it with an application response.

Is UBL-TR compatible with Peppol or EN 16931?

Not directly. UBL-TR is a UBL 2.1 subset with its own identifier, TR1.2, Turkish code lists and rules, so a Peppol BIS invoice is not a valid e-Fatura and the reverse also holds.
