What it means
When an invoice line gives a price base quantity with a unit (BT-150), that unit must be the same as the unit of the invoiced quantity (BT-130). A price per kilogram cannot be applied to a quantity in pieces.
Why it matters
Peppol BIS Billing 3.0 adds this rule to EN 16931 so that every access point and receiver can process the invoice the same way. The sending or receiving access point rejects an invoice that fails it, so it never reaches the buyer.
How to fix it
Use the same unit code for the quantity and for the price base quantity, for example KGM for both, and convert the price if needed. In UBL these are the unitCode attributes of cbc:InvoicedQuantity and cac:Price/cbc:BaseQuantity.
The rule as published
Unit code of price base quantity MUST be same as invoiced quantity. Where this rule applies
