What it means
The invoice-level settlement section (ApplicableHeaderTradeSettlement) holds a TaxApplicableTradeCurrencyExchange block, a currency conversion rate for the VAT. EN 16931 has no exchange rate. When VAT must be stated in another currency it uses the VAT accounting currency code (BT-6) and the VAT amount in that currency (BT-111).
Why it matters
This is a warning, so the file is still accepted. Receivers read the converted VAT amount (BT-111) and do not use or check a rate, so the block adds nothing they act on. It is worth fixing when the VAT in the second currency is missing and only the rate is given.
How to fix it
Delete the TaxApplicableTradeCurrencyExchange block. If the VAT has to be shown in another currency, for example the currency of the seller's country, set the VAT accounting currency code (BT-6) and enter the already converted VAT amount (BT-111). Do the conversion in your invoicing software or by hand, and keep the rate on your own records.
