What it means
In a CII file, each line can give the unit price before discount, the gross price (BT-148), and the unit price after discount, the net price (BT-146). Either price can say how many units it applies to, the price base quantity (BT-149), and in which unit, the unit of measure code (BT-150), for example a price per 100 pieces. When both prices state a base quantity, the two values must be identical. If the net price states a unit, the gross price must state the same one. This rule exists only for CII.
Why it matters
The base quantity tells the recipient how many units a unit price covers. If the gross and net prices disagree, it is unclear whether the price is per piece or per hundred, so the line amount cannot be relied on. The file is rejected.
How to fix it
Look at the price details of the line in your invoicing software. The unit price and its unit, such as piece or hour, should be set once for the line and used for both the gross and the net price. If your software always writes them differently, that is a fault in its export, so ask the vendor. In the XML, check the BasisQuantity element and its unitCode attribute in both price blocks of the line and make them identical.
The rule as published
Business terms: BT-149, BT-150
