What it means
Each item attribute (BG-32) must have an attribute value (BT-161) or an attribute value with a unit of measure (BT-X-12), but not both. The check passes when there is a plain value and no measured value, or when there is no plain value and a measured value that has a unit code. A measured value without its unit code fails too.
Why it matters
An attribute with no value is an unfinished statement, and one with two values is ambiguous. The recipient cannot tell which one counts, and the invoice is rejected.
How to fix it
Open the attribute on the line. For text such as Blue, fill in the plain value only. For a measurement such as a weight or a length, use the measured value with its unit and leave the plain value empty. Remove the attribute if you have nothing to put in it.
The rule as published
Each Item attribute (BG-32) shall contain an Item attribute value (BT-161) or an Item attribute value with unit of measure (BT-X-12, with BT-X-12-0), but noth both. Business terms: BG-32, BT-161
