Understanding XRechnung CVD extension

XRechnung CVD is KoSIT's XRechnung 3.0 variant for Clean Vehicles Directive reporting. Read about required references, vehicle class and emission data.

On this page

XRechnung CVD is a variant of XRechnung 3.0 for invoices that need reporting under the Clean Vehicles Directive. KoSIT publishes it as a CIUS that makes the tender reference (BT-17) and contract reference (BT-12) mandatory and requires at least one line with vehicle classification and emission data. Other EN 16931 and XRechnung rules still apply. Use began on 1 January 2026. Klarbon does not check the CVD rules yet.

What does XRechnung CVD add?

Element CVD rule
BT-17, tender or lot reference mandatory, holds the notice identifier from the public procurement data service
BT-12, contract reference mandatory, holds the call off being served
BT-160, item attribute name at least one with the value cva
BT-161, item attribute value for cva, one of zero-emission, clean or other
BT-158, item classification with scheme CVD, the vehicle category M1, M2, M3, N1, N2 or N3 from the EU Publications Office list
BT-24, specification identifier urn:cen.eu:en16931:2017#compliant#urn:xeinkauf.de:kosit:xrechnung_3.0#compliant#urn:xeinkauf.de:kosit:xrechnung:cvd_0.9

Specification 0.9 provisionally extends the UNTDID 7143 list with code CVD. Use the code lists and identifier required by the specification version you implement. KoSIT announced the variant and published specification 0.9 on 30 June 2025 (XStandards Einkauf, specification 0.9).

XRechnung CVD or plain XRechnung?

XRechnung CVD XRechnung
BT-12 and BT-17 mandatory optional
Vehicle data required on at least one line not required
Used for invoices under CVD reporting invoices to German public bodies

What does Klarbon do with XRechnung CVD?

XRechnung CVD support is planned, not available yet. Klarbon does not check the extra CVD rules or write CVD invoices. For supported XRechnung 3.0 files, use the invoice viewer; this does not establish CVD compliance.

Frequently asked questions

What is XRechnung CVD?

A variant of XRechnung developed by KoSIT for the German Federal Ministry of Transport. It supports reporting under the Clean Vehicles Directive (CVD), which sets targets for clean vehicles in public procurement.

Is XRechnung CVD an extension or a CIUS?

KoSIT publishes it as a CIUS, the CIUS XRechnung CVD, built on CIUS XRechnung 3.0. It adds mandatory fields and rules; all other rules of EN 16931 and XRechnung still apply.

What does a CVD invoice have to contain?

The notice identifier from the public procurement data service in the tender or lot reference (BT-17), the call off being served in the contract reference (BT-12), and at least one invoice line with an item attribute named cva and a vehicle classification using scheme CVD. Each cva value must be zero-emission, clean or other.

From when can XRechnung CVD be used?

From 1 January 2026, according to KoSIT. The specification published on 30 June 2025 is version 0.9, and the technical components follow with a bug fix release of XRechnung.
