FatturaPA is the XML format of the Italian electronic invoice, defined by the Agenzia delle Entrate and exchanged through the Sistema di Interscambio (SdI). The FormatoTrasmissione field says who receives it: FPA12 for a public administration, FPR12 for a private party. The schemas in force since 1 April 2025 are version 1.2.3. Klarbon opens FPR12 invoices in beta.
What is in a FatturaPA file?
| Property | Value |
|---|---|
| Syntax | national XML, not UBL or CII |
| Owner | Agenzia delle Entrate |
| Current schemas | FatturaPA and Fattura Ordinaria 1.2.3, Fattura Semplificata 1.0.2 |
| Specification | technical specifications version 1.4, 31 January 2025 |
| Transmission codes | FPA12 (to a public body), FPR12 (to a private party) |
| Recipient code | CodiceDestinatario: 6 characters for a public body, 7 for a private party |
| Signature | required for invoices to a public body, optional otherwise |
The file has a header (FatturaElettronicaHeader) with the transmitting party, seller and buyer, and a body (FatturaElettronicaBody) with document data, lines, VAT summary and payment terms. A signed invoice usually arrives as a .xml.p7m file; see CAdES signed file (.p7m). The specification and the stylesheets that display the invoice are published on fatturapa.gov.it.
FPA12, FPR12 and the simplified invoice
FPA12 and FPR12 are not separate XML versions: they are values of one field that set the rules for the recipient code and some elements (specification 1.4). The simplified invoice uses its own schema and the code FSM10; see Fattura semplificata.
FatturaPA and EN 16931
FatturaPA predates the European standard EN 16931 and has its own structure. Italy also maps EN 16931 invoices in UBL or CII for cross-border public procurement; see the Italian EN 16931 CIUS.
