Understanding CIUS-PT

CIUS-PT adds Portuguese rules to EN 16931 for public procurement invoices. Klarbon reads and writes UBL-based CIUS-PT 2.1.1 in beta.

On this page

CIUS-PT is Portugal's core invoice usage specification: national rules on top of the European standard EN 16931 for electronic invoices to public bodies. Klarbon opens and writes UBL-based CIUS-PT 2.1.1 invoices in beta. It does not run CIUS-PT business-rule checks or establish acceptance by eSPap.

What does CIUS-PT cover?

Property Value
Base EN 16931
Defined by eSPap, under Portaria 289/2019 of 5 September 2019
Klarbon-supported syntax UBL with the CIUS-PT 2.1.1 identifier
Klarbon-supported version CIUS-PT 2.1.1, in beta

eSPap also publishes sector good-practice guides for information the standard has no field for, such as vehicle registrations or electricity consumption (eSPap, in Portuguese).

CIUS-PT, SAF-T and ATCUD

Portugal has several invoice-related formats that are easy to confuse:

Term What it is
CIUS-PT the structure of one e-invoice to a public body
SAF-T (PT) an accounting and invoicing data export for the tax authority
ATCUD and invoice QR code a unique document code and QR code printed on invoices

What does Klarbon do with CIUS-PT?

Task Status
Open a UBL invoice that declares CIUS-PT 2.1.1 beta, in open an e-invoice
Use it as the source for a conversion beta
Write a UBL invoice that declares CIUS-PT 2.1.1 beta
Check against the CIUS-PT Schematron rules not yet

Klarbon prepares XML output, not the Portuguese invoice of record. It is not certified invoicing software, does not add an ATCUD or QR code and does not send invoices to the AT, the FE-AP platform or any public body. Acceptance by eSPap is not claimed. This is general information, not tax advice.
