What it means
Every Peppol invoice must contain the buyer's electronic address (BT-49), the Peppol id the invoice is delivered to, with its scheme, for example 0208:0123456789 for a Belgian company or 0106:12345678 for a Dutch one.
Why it matters
Peppol BIS Billing 3.0 adds this rule to EN 16931 so that every access point and receiver can process the invoice the same way. The sending or receiving access point rejects an invoice that fails it, so it never reaches the buyer.
How to fix it
Enter the customer's Peppol id and its scheme on the customer record in your invoicing software, then export again. You can look it up in the Peppol directory (directory.peppol.eu) or ask the customer. In the XML it is cbc:EndpointID with a schemeID under cac:AccountingCustomerParty.
