What it means
The delivery party (ShipToTradeParty) is the name and place the goods go to. This rule checks that it has no SpecifiedTaxRegistration, the block for a VAT number or tax number. The VAT numbers of the seller (BT-31), the buyer (BT-48) and a tax representative (BT-63) sit in their own blocks and stay allowed.
Why it matters
EN 16931 takes VAT numbers from the seller and the buyer, so a VAT number on the delivery party is not read. The invoice is not rejected, but it will not do what you may have meant it to do.
How to fix it
Look at the delivery address record in your software for a VAT number or tax number and leave it out of the export. If you entered it there because it should apply to the invoice, check that the buyer's VAT number (BT-48) is filled in instead. Then send the file again.
