BR-FR-MV-03_EXT-FR-FE-177: Each GROUP line needs the seller's country code

In short

Fatal: fails the selected checks.

BR-FR-MV-03_EXT-FR-FE-177 means a GROUP line without a parent has no seller country code. Fix it by filling in the country code of the seller behind that sub-invoice, such as FR.

On this page

What it means

When the billing framework (BT-23) is S8, B8, M8, S9, B9 or M9, each GROUP line without a parent (the line that stands for a whole sub-invoice) must give the country code of the seller of that sub-invoice (EXT-FR-FE-177). In UBL the test looks for the country identification code in the postal address of the manufacturer party of the line's item (cac:Item/cac:ManufacturerParty/cac:PostalAddress/cac:Country/cbc:IdentificationCode). In CII it is the country ID (ram:CountryID). The test only checks that it is filled in.

Why it matters

The seller's country tells the platform and the tax authority which country's rules and VAT apply to that sub-invoice. Without it the seller is only partly identified, so the invoice is rejected.

How to fix it

On each GROUP line, add the seller's postal address with its country, written as a two-letter country code such as FR, BE or DE. In UBL it goes in the postal address of the item's manufacturer party. In CII it goes in the country ID of the party's address. Use the country where the seller of that sub-invoice is established.

The rule as published

Ligne : … : Valeur actuelle : " … '. Lorsque le cadre de facturation (BT-23) est S8, B8, M8 ou S9, B9, M9 et que la ligne est de type GROUP sans parent, le code pays du vendeur (EXT-FR-FE-177) doit être renseigné.

Where France CTC (CII) run it, the rule reads:

Ligne : … : Valeur actuelle : " … '. Lorsque le cadre de facturation (BT-23) est S8, B8, M8 ou S9, B9, M9 et que la ligne est de type GROUP sans parent, le code pays du vendeur (ram:CountryID) doit être renseigné.
