What it means
When the invoice currency (BT-5) is anything other than EUR, the invoice must also give EUR as the VAT accounting currency (BT-6) and the total VAT amount in euros (BT-111), with EUR as its currency (BT-111-1). Invoices in euros are not affected.
Why it matters
French VAT is reported in euros. The recipient and the French e-invoicing platform need the euro VAT figure for that, and cannot work it out from an amount in another currency, so the file is rejected.
How to fix it
In your invoicing software, set the VAT currency (it may be called tax currency or accounting currency) to EUR and enter the total VAT converted to euros. This is a second VAT total in addition to the one in the invoice currency. In UBL the VAT currency is TaxCurrencyCode and the euro amount is a second TaxTotal whose TaxAmount has currencyID 'EUR'. If the invoice should simply have been in euros, change the invoice currency to EUR instead.
The rule as published
Valeurs actuelles : BT-5=" … ", BT-6=" … ", BT-111=" … "/>". Business terms: BT-5, BT-6, BT-111
