What it means
When the invoice has a BAR note with the value B2B and the document type (BT-3) is not a self-billing type (389, 500, 501, 502, 261, 471 or 473), the buyer's electronic address (BT-49) must start with the buyer's SIREN. The SIREN is the buyer's company registration number (BT-47) given with scheme 0002. The scheme of the address itself (BT-49-1) must be 0225. Self-billed documents and invoices with another or no BAR value are not checked. The CII rule set names the fields with the business terms BT-3, BT-47 and BT-49-1, but it checks the same thing.
Why it matters
The buyer's electronic address is where the approved platform (plateforme agréée) delivers the invoice. On French B2B invoices it must be built from the buyer's SIREN so the buyer can be found, otherwise the invoice is rejected.
How to fix it
Check the buyer's SIREN in the company registration number field (BT-47) and make sure its scheme is 0002. Then set the buyer's electronic address so that it begins with that same SIREN, and choose scheme 0225 for it. In your software this is usually the e-invoicing address on the customer record. If the sale is not between two businesses, the BAR note should not say B2B.
The rule as published
Valeurs actuelles : BAR = " … ", EndpointID=" … ", schemeID=" … ", SIREN=" … ". Where France CTC (CII) run it, the rule reads:
