Warning

CII-SR-390: Do not add a basis quantity to invoice-level discounts or charges

In short

Warning: worth checking.

CII-SR-390 means a discount or charge on the whole invoice has a BasisQuantity element, which EN 16931 does not use. Fix it by deleting that element and, if needed, giving the base amount or percentage instead. The file is still accepted.

What it means

A discount or charge on the whole invoice (SpecifiedTradeAllowanceCharge in the settlement section) contains a BasisQuantity element, the quantity the discount or charge is based on. EN 16931 describes an invoice-level discount (BG-20) or charge (BG-21) by a base amount and a percentage, never by a quantity. This rule looks only at the whole invoice, not at a single line.

Why it matters

This is a warning, so the file is still accepted. The buyer's software does not read a basis quantity, and the discount or charge amount is what counts for the totals. It is worth fixing to keep the file clean, and when the buyer needs the quantity to understand the amount.

How to fix it

Delete the BasisQuantity element from each SpecifiedTradeAllowanceCharge in the settlement section. If the amount was worked out from a base, give the base amount (BT-93 for a discount, BT-100 for a charge) and the percentage (BT-94 or BT-101) instead. If the discount really applies to certain quantities, put it on those invoice lines rather than on the whole invoice.
