What it means
The settlement section of each invoice line is checked for a SpecifiedLogisticsServiceCharge element, a block for a logistics service fee such as freight or packing. EN 16931 has no such block. A fee like this is shown as a charge, either on the line (BG-28) or on the whole invoice (BG-21).
Why it matters
This is a warning, so the file is still accepted. The recipient ignores the block, so an amount in it is not added to the line total or the invoice total. If you meant to bill the fee, the buyer's software will not see it unless it is stated as a charge.
How to fix it
Delete the SpecifiedLogisticsServiceCharge from the line's SpecifiedLineTradeSettlement in the XML. If the fee is part of what you are billing, add it as a charge on the line or on the whole invoice, with a reason such as freight, and check that the totals include it.
