BR-RO-211: A delivery address needs a county

In short

Fatal: fails the selected checks.

BR-RO-211 means the invoice has a delivery address, but its county (country subdivision) is empty. Fix it by entering the county of the delivery address, or by removing the delivery address if you do not need it.

What it means

When the invoice has a delivery address (BG-15), that address must have a county (country subdivision, BT-79). This rule only checks that the field is filled in, not what it contains. In the XML it is cbc:CountrySubentity in the cac:Address of cac:DeliveryLocation inside cac:Delivery.

Why it matters

The delivery address tells the recipient and the tax authority where the goods were delivered or the service was provided. A delivery address that is only partly filled in fails the Romanian rules and the file is rejected.

How to fix it

In your invoicing software, open the delivery address or ship-to address of the invoice and fill in the county. For an address in Romania, use the county code, for example RO-B for Bucharest, because BR-RO-202 looks for exactly that value. If the goods went to the buyer's own address, you can remove the separate delivery address.

The rule as published

Daca Adresa de livrare (BG-15) exista, trebuie furnizata Subdiviziunea tarii de livrare (BT-79). #If the Delivery to (BG-15) exists, the Deliver to country subdivision (BT-79) must exists.

Business terms: BG-15, BT-79
