What it means
When the seller's country code (BT-40) is RO, the seller's county (country subdivision, BT-39) must be a code from the ISO 3166-2:RO list. Leaving it empty fails the rule too. In the XML it is cbc:CountrySubentity in the seller's postal address.
Why it matters
The Romanian rules want counties in one coded form so that software can read and compare addresses. A county written as a name, such as Cluj, or left blank makes the file fail the check, and it is rejected.
How to fix it
In the seller's address, replace the county name with its code: RO-B for Bucharest, RO-AB for Alba County, and so on from the ISO 3166-2:RO list. The code starts with RO- and is written in capitals. If your software has a county drop-down, choose from it. If it has a free text field, type the code there. For Bucharest you also need a sector code as the city, see BR-RO-100.
The rule as published
Daca Codul tarii Vanzatorului (BT-40) este RO, atunci Subdiviziunea tarii Vanzatorului (BT-39) trebuie sa fie codificata folosind lista de coduri ISO 3166-2:RO (ex. "RO-B" pentru Municipiul Bucuresti, "RO-AB" pentru judetul Alba...). #If the Seller's country Code (BT-40) is RO, then the Seller's country subdivision (BT-39) must be coded using the ISO 3166-2: RO code list (ex. "RO-B" for Bucharest, "RO-AB" for Alba County...). Business terms: BT-39, BT-40
