What it means
Checks that the payee block (cac:PayeeParty) does not contain cbc:WebsiteURI. UBL lets a party carry a website, but for the payee (BG-10), the party that receives the payment when that is not the seller, EN 16931 only has the name (BT-59), the identifier (BT-60) and the legal registration identifier (BT-61).
Why it matters
This is a warning, so the file is still accepted. A website under the payee has no business term behind it, so the recipient's software normally ignores it. It is worth fixing when you want a clean report. It is not worth worrying about for delivery or payment.
How to fix it
Remove the website from the payee details in your invoicing software, or look for an export setting that leaves it out, and export again. If you build the XML yourself, delete cbc:WebsiteURI from cac:PayeeParty. Keep the payee's name in cac:PartyName/cbc:Name, which is the part the standard reads.
