What it means
In a CII file, the seller's electronic address (BT-34), such as a Peppol ID, belongs in the URIID element of the seller's URIUniversalCommunication block. This rule warns when that block also has a CompleteNumber element, which is meant for telephone numbers.
Why it matters
This is a warning, so the invoice is still accepted. EN 16931 only reads the address from the URIID element, so the CompleteNumber is normally ignored. If the real electronic address sits there, the buyer does not get it.
How to fix it
Check what the CompleteNumber holds. If it is the electronic address, move it into URIID in the same block, with its scheme. If it is a phone number, move it to the seller contact's telephone field (BT-42). Then delete the CompleteNumber from the electronic address block.
