What it means
The specification identifier (BT-24) says which set of rules the invoice follows. For Romanian invoices it must match, character for character, the value defined in the Romanian specification (CIUS-RO). That value begins urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO and then names the version of the specification. Any difference fails, including the identifier of a plain EN 16931 or Peppol BIS Billing 3.0 file.
Why it matters
The Romanian system uses this identifier to know which rules the file claims to follow. A file without the Romanian value does not claim to follow them, so it is rejected.
How to fix it
In your invoicing software, choose the Romanian export or the CIUS-RO profile instead of a general EN 16931 or Peppol one. If you build the XML yourself, put the value from the Romanian specification into the specification identifier (CustomizationID in UBL). Compare it character by character: a stray space or a wrong version number at the end is enough to fail.
