Open a Romanian e-Factura invoice
e-Factura viewer: open Romanian invoices in your browser, read and save a PDF. Reading only: no check, conversion or submission to ANAF.
In short
See supported XRechnung, ZUGFeRD, Factur-X, Peppol, UBL and CII files as clear invoices, and save them as PDFs. Free, and the file stays on your device. Free.
You can open a Romanian e-Factura invoice in your browser with the Klarbon viewer: drop the XML file and it appears as a readable invoice you can print or save as a PDF. It is free, needs no account and the file never leaves your device. The viewer is in beta and only reads: it does not validate the invoice, convert it for submission or send anything to ANAF.
What is an e-Factura file?
In Romania's RO e-Factura system the invoice is an XML file following the national specification RO_CIUS, in UBL 2.1 or CII syntax (ANAF guide, in Romanian). RO_CIUS was approved by Ministry of Finance Order 1366/2021 and amended by Order 4092/2022; a file declares it with the identifier urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1 (ANAF note, in Romanian). More on the format in what is RO_CIUS.
Double-clicking the file usually shows a wall of tags. That is normal: the XML is meant for software, and a viewer turns it back into something a person can read.
How do I open an invoice downloaded from SPV?
- In SPV (Spațiul Privat Virtual), go to Factura electronică, Răspunsuri factură, and choose Descarcă next to the invoice (ANAF guide, in Romanian).
- Unzip the download and choose the invoice XML rather than any signature or response file. Opening the ZIP directly is not available yet.
- Drop the invoice XML on Klarbon.
- Klarbon recognises the RO_CIUS identifier and shows the invoice: seller and buyer with their tax codes (CUI) and addresses, invoice number and date, each line, the VAT breakdown, the amount due and the bank account. Counties appear by name, Cluj rather than the RO-CJ code in the file, and labels appear in your language.
- Print it or save it as a PDF.
Klarbon recognises RO_CIUS in UBL syntax. A file in CII syntax opens as a CII invoice.
How do I save an e-Factura as a PDF?
Open the file and choose Print, then Save as PDF in your browser's print dialogue. The PDF is a readable copy for your records, your bookkeeper or a payment approval. It is not an e-invoice: in RO e-Factura a PDF does not count as the invoice (ANAF guide, in Romanian), so keep the files you downloaded from SPV as well.
What does the viewer not do?
| It does not | Where to do it |
|---|---|
| Check the RO_CIUS rules | the Ministry of Finance's free XML validation tool (Validare XML factură) |
| Verify the Ministry of Finance's signature | the Ministry of Finance's signature check (Validare semnătură factură) |
| Send the invoice to SPV, or download from SPV | SPV, or your invoicing software |
| Tell you whether ANAF accepted the invoice | the messages in SPV, under Răspunsuri factură |
An invoice can display perfectly and still break a rule; the viewer shows supported data, not whether it complies. Check the current official tools and SPV messages for validation, signature and acceptance decisions.
Is my file uploaded?
No. Opening runs entirely in your browser, so the invoice stays on your device while you read, print or save it. Klarbon's other tools send the file to servers and delete it after the request. See what happens to your files.
Can I read an e-Factura on my phone?
Yes. The viewer runs in any modern browser on iPhone, iPad and Android, with nothing to install. On an iPhone, pick the file from Files or Mail. On Android you can install Klarbon from the browser and share an attachment straight to it.
Are there alternatives?
The ANAF guide describes the official XML to PDF tool, Transformare XML în PDF (ANAF guide, in Romanian). Klarbon needs no account, reads the file in your browser, shows it in English or your own language, and opens invoices from other countries too, such as XRechnung or Peppol BIS, with the e-invoice viewer.

Frequently asked questions
How do I open a Romanian e-Factura XML?
Drop the invoice XML on the Klarbon viewer in any modern browser. It shows the invoice as a readable document, with the counties named in full. Nothing is installed and you need no account. Opening RO_CIUS invoices is in beta.
Which file in the SPV download do I open?
Unzip the SPV download and choose the invoice XML rather than any signature or response file. Klarbon does not open ZIP bundles directly.
Does Klarbon check that the e-Factura is valid?
No. This page opens and displays the invoice only. It does not test the RO_CIUS rules, does not verify the Ministry of Finance's signature and cannot tell you whether ANAF would accept the file.
Can Klarbon send an invoice to ANAF or download one from SPV?
No. Klarbon sends nothing to ANAF or SPV and fetches nothing from them. Submission happens in SPV or in your invoicing software.
Does the file leave my device?
No. The viewer reads the XML inside your browser. The file is not uploaded to Klarbon or anyone else while you view or print it.
Is it free?
Yes. Opening, printing and saving a readable PDF are free and unlimited, with no account.
