What it means
The rule looks at every identifier element in the CII XML, meaning every element whose name ends in ID, such as a VAT number, a company registration number or an electronic address. It fails if any of them has a schemeURI attribute. Where an identifier needs a scheme, EN 16931 states it in the schemeID attribute.
Why it matters
The file then does not follow the EN 16931 CII format. The recipient's software or the network can refuse a file that carries attributes the format does not allow, so the invoice is rejected. XRechnung, NLCIUS and the French rule sets check the same thing.
How to fix it
The Klarbon report shows which element carries the attribute. If your invoicing software produces the file, check its export settings or update it, because a plain export should not add schemeURI. If a script or template builds the XML, delete the schemeURI attribute from that element and, if the identifier needs a scheme, put its code in schemeID.
