What it means
A VAT breakdown entry (BG-23) with category Z (zero rated) must not carry a VAT exemption reason code (BT-121) or text (BT-120).
Why it matters
Zero-rated supplies are taxable at 0 %, which is not the same as exempt, so an exemption reason contradicts the category. The recipient cannot tell which is meant and rejects the invoice.
How to fix it
Remove the exemption reason from the Z category in your VAT settings. If the supply is really exempt, use category E with its reason; if the buyer accounts for the VAT, use AE.
The rule as published
A VAT breakdown (BG-23) with VAT Category code (BT-118) "Zero rated" shall not have a VAT exemption reason code (BT-121) or VAT exemption reason text (BT-120). Business terms: BG-23, BT-118, BT-120, BT-121
